  2. The Goal of the Copenhagen Conference on Climate Change

The goal of the meetings in Copenhagen is to finalize a treaty to reduce greenhouse gases. The original treaty, the United Nations Framework Convention on Climate Change, was signed at the Earth Summit in 1992. It went into force in 1994 and has all 192 UN nations signed on. Follow up negotiations produced the Kyoto Protocol in 1997, but it didn’t go into force until 2005. The United States did not ratify it. A Copenhagen Protocol will replace the Kyoto Protocol which expires in 2012.

    The Copenhagen Protocol
    The Copenhagen Protocol aims to:
    1. Reduce emissions by providing clear and ambitious goals for industrialized nations.
    2. Mobilize financial support for developing countries both to limit and to adapt to new policies.
    3. Help developing countries cope with the inevitable consequences of climate change.
It has been brought into question whether these goals will be met, but the pressure is on to set specific goals sometime later if not at the Copenhagen Conference itself.
